L.S. Sims & Associates, Inc. self-performs construction projects through our subsidiary Sims Construction Services, LLC (Sims Construction). Sims Construction grew out of the need to support our clients with seamless delivery of projects from concept and engineering, to construction, start-up and operations help our clients achieve their goals.

Sims Construction personnel include certified general contractors with a variety of construction projects, with an emphasis on:

Remedial construction

(e.g., demolition, tank system removal, excavation, and installation of in-situ remediation systems and associated ancillary equipment (See Remediation)

Utility Infrastructure

(e.g., production wells, injection wells, water treatment and wastewater treatment systems and associated ancillary equipment (See Underground Injection Control)

Installation of associated ancillary equipment can include construction of concrete slabs and pavement repairs, pump houses and treatment system enclosures, water and wastewater transmission pipelines, pavement installation and repair, piping and electric conduit installations, and SCADA controls. Systems are often pre-packaged and skid or trailer-mounted with Sims Construction integrating specified components, to complete an installation.

Our certified general contractor license allows us to deliver construction projects as the owner’s representative through the typical design-bid-build process, or through a turnkey construction design-build process.

The Owner’s Representative approach includes contracting to build new systems directly between the owner and the selected construction contractor(s). Sims Construction compiles the bidding and contract documents, identifies a qualified list of bidders, analyzes proposals, and makes recommendations to our client regarding the best proposal based on cost, schedule and other factors that may be relevant. During actual construction, our primary duties would typically consist of:

  • General supervision and coordination of construction contractor(s)
  • Review and coordination of contractor submittals (shop drawings, etc.)
  • Review of construction for compliance with design requirements
  • Inspection of completed work and administration of QA/QC program
  • Construction progress monitoring and reporting
  • Schedule status monitoring and reporting
  • Day-to-day on-site liaison with the Contractor

The Turnkey Construction approach, Sims Construction provides single-source, turn-key construction and administration services. The ability to design, permit, and construct projects can reduce costs and streamline and expedite the project schedule by allowing some design/build with in-house resources and contracting flexibility.

The main construction agreement is typically between the client and Sims Construction. Portions of the work are self-performed by Sims Construction, and other tasks may be executed by qualified subcontractors (contracted directly by Sims Construction). Sims construction typically retains single-source responsibility for completion of the project within cost and schedule requirements. This also relieves our clients of the burden of managing this time consuming effort. Pricing can be on a lump sum or time and materials basis, or performance incentive with an estimated fee and incentives for time or cost saving depending on the project demands or client’s need.

Safety is a primary success criteria for all of our construction projects. Sims Construction rigorously applies OSHA construction, general industry, and mine safety standards; internal company and project-specific requirements, and client safety requirements to all construction projects. Our goals is not only zero accidents, but productivity over the life of the project through the disciplined application of safety, quality, cost, and schedule controls and change management that benefit all parties involved.
